County Takes Tough Stance on Shelters
This 9/9/07 New York Times article summarizes the dispute over Westchester County's decision to dismantle most of its emergency shelter system on 8/6/07. It tells the heart-rending story of a woman with untreated cancer who was discovered sleeping in the garage at the upscale Westchester mall. With White Plains' only emergency shelter closed, hhe White Plains police had nothing to offer her except a summons for criminal trespass as they sent her out into the night.
